Independent regulator: Chair and CEO appointed

David Kogan has been appointed as the first chair of English football’s new independent regulator while Richard Monks has been appointed CEO.

The Department of Culture, Media and Sport confirmed Kogan’s appointment as chair yesterday and that was followed today with the announcement of Richard Monks as CEO.

“We are now pleased to proceed in announcing him as chair,” a DCMS spokesperson said.

“It is vital that the work to set up the regulator continues at pace to strengthen the governance of the national game and for that we need a chair in post and a board put in place.”

Kogan is a former-television executive having previously held senior roles at BBC, Reuters Television and the Granada channels.

In a statement Kogan said: “There are urgent and critical issues that need addressing in football, and I look forward to working with all stakeholders to achieve the right solutions for a more sustainable industry.”

Incoming chief executive Richard Monks previously worked at the Financial Conduct Authority in strategy, policy and supervisory roles. Monks has almost 20 years experience working in finance.

“I am delighted to be appointed CEO of the Independent Football Regulator,” Monks said.

“My full focus will be on building the organisation and regulatory regime that delivers the right result for the football pyramid and its millions of fans, and supporting clubs throughout the process.”

The independent football regulator’s office has been created as part of the new Football Governance Act which received Royal Assent earlier this year.

The Act’s purpose is to protect and promote the sustainability of English football, so that it continues to serve the interests of fans and contribute to the economic or social well-being of the local communities served by football clubs.

It covers the Premier League, the EFL and the National League, although it can be expanded to cover more tiers and competitions if that becomes necessary.

Chair of the FSA Tom Greatrex said: “I think it’s a very good appointment. Anybody who heard him at the select committee will know it’s pretty obvious that he’s a robust character.

“We’ve now finally got a chair in place, he’s the right person for the job, and we want the regulator to get on with the job and focus on what the regulator is there to do.”
